Before you are allowed to access overhead equipment during times of low ambient light
you must have successfully completed Course T11580. This will include
the practical demonstration on climbing, which must be done in the hours of darkness.
If you have previously been on the course but did not do it in darkness then:-
you must not climb during
times of low ambient light.
The WITHOD Ten Commandments
There shall be no long ladder work.
There shall be no work requiring the carrying of ladders or other equipment
      such as dropwire dispensers or lighting sets over rough or unmade
      ground or carrying the equipment over long distances.
There shall only be pole testing during day light hours
There shall be no climbing of poles over 10 meters.
There shall be no work carried out on joint user poles.
There shall be no work which would require turning on a pole
There shall be no new dropwire erection across “A” or “B” class roads
or roads over 30 mph.
There shall be no activity on overhead wires, which requires erection over
structures (sheds, buildings, greenhouses high walls and fences etc.).
There shall be no clearing of obstructions or tree pruning.
There shall be no work in the vicinity of overhead power distribution lines at
customer premises. Or any work on power crossings.
Your assessment of the risk is the only one that counts. If you believe working in the dark will put you at risk then you should not work. If it is too dark to assess the hazards, then you should not work. Some areas have an increased risk of violence after dark and are classed as two person areas or are "no-go" areas after certain times.
Neither managers nor controls can ask you to do something you believe is unsafe.
An individual has the absolute, and final decision on whether work
can be undertaken safely. No person has the authority to overturn an individual risk assessment. The individuals decision stands.
