The Rhubarb about Project Custard!

For some time there have been concerns about the standards of cleaning within BT sites and the potential risk to Health & Safety. Monteray, who currently provide the cleaning services for BT, are now in the final stages of making available and displaying cleaning schedules for every building under their Customer Charter.

However, we have now been advised by Monteray that they will be working beyond these schedules by conducting a further assessment of cleaning under a plan they are calling “Project Custard”.

The intention of this project is to determine if and where they can make further adjustments to the cleaning schedules. Areas that have been highlighted in particular are unstaffed buildings. However, there is nothing to say that any building is not subject to change, which is highly likely to be a decrease in cleaning regularity rather than an increase.

In London the CWU have already highlighted concerns in meetings with the two Monteray Regional Service Providers (RSPs) that service London over unstaffed buildings. Those concerns are over the levels to be applied to the general areas and in particular Toilets. There is some fear that the skyline system will be used to determine the potential usage of a building. This system is supposed to indicate who is based in particular premises, but we have found in the past that it is flawed and doesn't always give a clear indication of the real usage of a site. The other process that could be used is OBASS (Operational Building Access Security System) to indicate the numbers using the site and when, thus building cleaning could be scheduled around it.

We feel therefore that it is vitally important that all instances of cleaning problems / failures are not only reported during regular safety inspections, but also as and when they are discovered to the:

Branch Health & Safety Co-ordinators should be aware of Project Custard, and the intention to once again prompt change that may not be for the better, in order that they can get involved in the process to ensure that the Health and Safety of our members is not put at risk in any building throughout the BT estate. If no direct input is possible, branch USRs may need to increase the regularity of visits to those venues to ensure that there are no issues being created by the change of cleaning frequency and escalate the matter via their branch H&S Co-ordinator.

Monteray are supposed to be working hand-in-hand with BT Property Partners and the BT Location Managers to carry out this further review. Clarity will be sought on the process itself and a list of buildings directly involved at this early stage, which will be circulated to branches.
